HAH. It is always Loki’s fault. I need to start remembering this when things go wrong in my life. Every problem is a little bit better when Loki is involved.

How does one make Loki do anything?

That is the thing, of course. Traditionally one does it by being either Thor or Odin, or being someone either Thor or Odin would act for.

Alternatively, one could try being Loki’s devotee/supplicant and see if he’d do something out of how gratifying your worship is.

Personally, I recall many stories where Loki acts out of his desire for treasure-a beautiful woman, Thor’s hammer, the golden apples of youth, etc. So I think my best strategy would be to tempt Loki into acting with a treasure. It’s risky of course, but if one can explain the treasure’s location/strings so that in order to reach them Loki had to somehow retrace steps and smooth over whatever the crisis is, I don’t think he could resist doing it. Then the thing is to convince him he won and actually has a treasure, or possibly lost the treasure because of something Odin or Thor so there won’t be retaliation. I also suspect his daughter Hel might be inclined to help plot against him, seeing as he let her be banished to the job of guarding the realm of the dead….Yes, I think it’d be very well to become great cronies with Hel.
